Abstract

Online lectures have some challenges, especially the mindset of the entire academic community that is still strong relied on conventional fashion. This has implications at least on the administration procedure. The paradigm that is still stuck is a definite space and time-based performance. Means physical presence is very decisive administrative records. Both for lecturers as evidence of attendance that determines the number of rights received, as well as for students for the prestige that also has consequences on assessment evaluation. Many lecture materials that are not maximal or ineffective are delivered meeting due to internet connections that sometimes signal bad and ineffective use of time in online lectures. Government policy that establishes Work From Home (WFH) for the civil apparatus of the state, certainly has some basic considerations and references in the termination of its policy. Government policy is also the most important aspect in determining the effectiveness of the work of the civil apparatus of the state. Appropriate policy selection in times of emergency such as this will be key in the effectiveness of public services as well as the handling of pandemics or covid-19 outbreaks in Indonesia. The purpose of this study is to identify the effectiveness of the performance of the civil apparatus of the State Islamic High School Mandailing Natal and the impact of the work system from home on the performance of the state civil apparatus during the covid-19 pandemic. This type of research uses qualitative methods by the object of the study, so this type of research belongs to the category of the research library and live interviews with civil apparatus of the state High School Of Islamic Region Mandailing Natal.
