Local governments must be efficient, effective and efficient in making capital expenditure budgets so that the stimulus can increase local revenue and economic growth. In this study, it shows that the Special Allocation Fund has a partial effect on Capital Expenditures, while Constant Price GRDP, Regional Original Income and General Allocation Funds have no partial effect on Capital Expenditures in 10 Regency and City Governments in North Sumatra. The management of capital expenditures in 10 City and Regency Governments in North Sumatra has not been effective and efficient because infrastructure development does not trigger economic activity in the regions, so it cannot increase economic growth and local revenue such as taxes and regional levies and said that capital expenditures have not been well targeted in increasing regional development.
