ASPEK HUKUM YURIDIS PENDIDIKAN INKLUSIF BAGI ANAK AUTIS DIMATA PERMENDIKNAS RI NOMOR 70 TAHUN 2009
Abstract
Protection and guarantee of human rights are not only necessary for normal citizens but also for persons with disabilities, namely persons with physical, mental, intellectual, or sensory disabilities. In fact, there are still many people with disabilities who experience discrimination regarding the fulfillment of their rights to education, employment, public facilities, and equality before the law. Autism is a condition that affects a person from birth or during infancy, which makes him unable to form normal social relationships or communication. Inclusive education is an education system that provides opportunities for all children who have disabilities and have the potential for intelligence and/or special talents to participate in education or learning in an educational environment together with other students. Every human being has the right to education, including persons with disabilities. At the beginning of education for persons with disabilities, special schools appeared according to their disability classification, which were called segregated schools or segregated schools. As time goes by and seeing the rapid development of persons with disabilities, the education of persons with disabilities is also advancing. This study uses a survey method with a qualitative approach. To obtain data, researchers conducted direct interviews with parents of students (autistic) who are entitled to inclusive education, Principals of SDN 024777 Binjai, Teachers of SDN 024777 Binjai, Employees of the Education and Culture Office of Binjai City. The data analysis used in this research is triangulation analysis.
