Abstract

This research is motivated by the writer's observation about physical development of fishermen community settlement and education level of fisherman's children in Pahlawan Village, Tanjung Tiram Sub-District, Batu Bara Regency in the last 1 (one) year as the writer held community service with majority of community work is fisherman, fishermen catch fish where the income of the fishermen community in this area is uncertain every month that is influenced by the season and government policies that result in low level of welfare of the fishermen community where this is reflected in the educational level of the children of the fishermen community. This research uses intervening variable with phat analysis model to see the dependent variable relationship with independent variable either directly or indirectly. The results of this study are expected to be able to describe the influence of the catch and the government's policy significantly on income, the effect of catch, government policy and the significant selling price of education, the significant effect on the education of children of the fisherman community and the catch, government policy and selling price influence Significantly to the education of children of fishing communities through income.
